Overview
Mid-Valley Special Education Cooperative (MVSEC) was formed in 1963 by a joint agreement to serve students with special needs from participating school districts. Currently, MVSEC serves students and staff from Batavia District 101, Central District 301, Kaneland District 302, St. Charles District 303, and Geneva District 304. MVSEC owns one location, the Mades-Johnstone Center (MJC), in St. Charles, that houses administration and a small number of programs. MVSEC also rents a portion of the Shelby Building and Baker Memorial Church in St. Charles and Fox Valley Christian Church in Batavia that house our Transition Program. Most programs and services are located in school districts.

Create positive collaborative learning communities to facilitate the advancement of academic, social-emotional, vocational and independent living skills for our students by providing excellent, research-based instruction and therapies that meet individual student needs, and provide high quality technical assistance and support to our colleagues in our member districts.
Services & Support
Mid-Valley provides services for students with special needs, the staff who serve them, and the families who love them. The services are grouped into the following categories:
Funding
Most of the funding is provided to the Cooperative through pre-paid tuition billing from the member districts. Tuition is billed based upon actual cost for each program, divided by district daily enrollment. Services are billed on the actual cost of the services or personnel requested by each district. All unused funds, earned interest, most federal grants and state reimbursements are distributed to the member districts.
Administrative District
Community Unit School District 303 serves as the fiscal and administrative agent for the Mid-Valley Cooperative. Budgets, contracts and personnel reports are submitted to the D303 Board of Education for approval as the administrative district.
St. Charles Community Unit School District 303
